The guide number is a checklist key, not a required order. Underwater rows use the shoreline landmark and wreck clue; Altruist Camp rows become available only after the camp event is triggered and cleared.
Bring a boat or Submersible for the coastal cases and use scuba gear when the wreck is deep. The camp cases are a separate Trevor event and can only be taken after the required victim deliveries lead to the shootout. This list keeps the Story Mode briefcases separate from GTA Online caches.
