To use an NPC, walk up, talk to them, and choose the service you came for. Many of them open a menu, so you can see what they offer before you commit.
Money ties it all together. The money from selling fish goes toward everything else, from bait and rods to boats and skills, so selling your catch is usually the first step toward your next upgrade.

Nana buys fish from you, so head there when your inventory fills up with catches. Selling when it fills keeps you fishing instead of having nowhere to put the next catch.
