You get Divine Cursed Monarch by filling a fusion altar inside the Abandoned Manor, a Halloween area of Steal an Egg, the Roblox game about collecting pets. The altar takes four pets, and getting inside takes a Phantom Express Ticket and a Manor Key.

The pedestal prompts use the short names in the first column and leave off the variant. Each pedestal reads Missing while it's empty and Ready once it has a pet. Both counts are for the whole altar, not for each player.
Fusion Ingredients and Teamwork for Divine Cursed Monarch
The Halloween update recommends teaming up with another player for this fusion, so find a partner before you head to the manor. Decide together who brings which pet before you go up, so you aren't both hunting for the same one at the altar.
Ghost Fish can be caught while fishing with the Haunted Rod during the Halloween event, which is the same rod you'll use for the Manor Key. Have your pets ready before you go in, so you don't have to stop partway through the route.
Voidseer Pumpkin comes from a Voidseer Pumpkin Egg found in the Corrupted Realm.
Get the Phantom Express Ticket and Ride to Forgotten Town
The route starts with Echo's questline, which gives you the Phantom Express Ticket. The ticket is what lets you board the Phantom Express, so the questline has to come first. Board the train and it takes you to Forgotten Town, where the rest of the route happens.
Fish Up the Manor Key Through the Green Whirlpool
Forgotten Town has a green whirlpool near the train stop. Step into it, and it takes you to a hidden underground pool, where the Manor Key is the catch you're after.
Equip the Haunted Rod and keep casting until the Manor Key appears. Fishing is how you get the key, and the rest of the route depends on having it.
Unlock the Chained Abandoned Manor Door With Your Key
The manor door is chained shut, and the Manor Key is what opens it, which is why the fishing comes first. Head back to the Abandoned Manor, walk up to the chained door, and use its prompt to open it with the key.
Fill the Upstairs Fusion Altar in Steal an Egg
The fusion altar is in the upstairs room, reached by the staircase inside the manor. It's the route to Divine Cursed Monarch, so the pets you gathered get used here.
Take each pet to its pedestal and follow the prompt there, rather than filling them in a set order. The prompts read Hold a Ghost Fish and Place Voidseer Pumpkin, and you press the button your device shows for each one.
Once all four pedestals show Ready, follow the on-screen steps and wait for the animation to finish.
