Euro Truck Simulator 2 is a trucking game where you haul cargo across a big map of Europe. The countries on that map are where your roads, cities, towns and deliveries are. Each one comes from the base game, from a map DLC (the paid add-ons that extend the map), or from both. Knowing which countries come with the base game and which need an add-on helps you plan what to buy and where to drive first.

What counts as a country in Euro Truck Simulator 2
A country is part of the game when the base map or a released map DLC has drivable roads in it. The base map comes with the game itself, while map DLCs are extra purchases on Steam. Some add a brand new country, and others widen one that's already on the map.
Some countries are split, with part of the map in the base game and the rest in an add-on. So when you look up a country, check whether its roads come from the base game, an add-on, or both.
Which countries come with the base game
A lot of the countries you'll drive through come with the base game, so you can start without buying anything extra. Austria, Belgium, Germany, Luxembourg, the Netherlands and Switzerland are fully included. The United Kingdom is included through Great Britain.
Some countries are only partly in the base map. You'll find most of Czechia, northeastern France, northern Italy, western Poland and Bratislava in Slovakia there, so you can drive those areas from the start. The rest of each of these countries needs an add-on before you can reach it.
Which map DLC adds which new country
Several map DLCs bring in countries that aren't in the base game at all. Going East! adds Hungary, including the Budapest area. Scandinavia adds Denmark, with Jutland and the islands joined by road and bridge, along with the southern parts of Norway and Sweden. Beyond the Baltic Sea brings Estonia, Latvia and Lithuania with their coastlines and inland roads, plus southern Finland, Kaliningrad and the parts of northwest Russia around Saint Petersburg.
Road to the Black Sea adds Bulgaria, from the Danube border to the Black Sea coast, and Romania, with its Carpathian mountains and Transylvania. It also brings the European part of Türkiye, known as East Thrace, which includes Istanbul. Iberia adds Portugal and Spain.
West Balkans adds Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Serbia and Slovenia, with their mountains and sea views. Greece has its own map DLC, covering the mainland and ferry-linked islands like Crete, Lesbos, Chios, Kefalonia and Rhodes.
How map DLCs expand countries you already know
Some map DLCs don't add a new country. Instead, they fill in parts of a country that the base game only shows in part. Going East! fills in the rest of Czechia, Poland and Slovakia, while Vive la France ! adds the rest of France along with Corsica. Italia does the same for Italy, adding the rest of the mainland it covers plus Sicily and Sardinia.
That's why a country you already know from the base game can still have roads you can't reach until you own the right add-on.
What Nordic Horizons adds to Norway, Sweden and Finland
Norway, Sweden and Finland are the countries that appear in more than one map DLC, and Nordic Horizons is the expansion that pushes them farthest. It doesn't add a new country, but it stretches all three far north.
The new area takes in Norway's fjords and Arctic coast, Sweden's Norrland and Finland's Lapland. A route runs all the way to Nordkapp, the northernmost drivable point in mainland Europe. The Northern Lights are part of the scenery too.
To drive these northern areas, you need Scandinavia for Norway and Sweden, Beyond the Baltic Sea for Finland, and Nordic Horizons alongside them.
Why owning map DLC matters for jobs and garages
Owning a map DLC does more than open up roads. Quick jobs can start in DLC areas, and garages can be bought there too. Not every map area connects to the rest of the map by road, so the game lets you travel between the garages you own to link those regions.
Map ownership also shapes which jobs and routes you can take, so it's worth checking what you own before you plan a long trip.
