The Scrap-Cannon is a Harpoon Gun from Fisch's The Deep update (Version 1.96), not a fishing rod. You earn it from Sledge in the Outer Deep after four quests in order. Turn in The Deep: Heavy Metallurgy (the fourth quest) with a Crushed Diving Helmet and 30 Chitin Plate, and the gun is yours.

  1. The Deep Main Quest: Restoring 1P-4. Gather materials for Sledge. The tracker typically lists 25 Chitin Plate, 20 Salvage Scrap, 1 Refined Scrap / Refined Scrap Scale, and 1 Hardened Chitin. Take the Reinforced Housing he gives you and install it at the Sector 1P-4 tower.
  2. The Deep: Scrap Extraction. Catch a Broken Flashlight in the Outer Deep and a Bent Harpoon in the Lower Deep. Magnet bait helps both trash pieces. The tracker may ask for one or two Bent Harpoons. Rewards are C$ and XP only, not Scrap-Cannon.
  3. The Deep: Armored Shells. Catch 3 Big or larger Devil Scorpionfish in the Lower Deep and obtain 15 Chitin Plate. Clear weather and Night match that fish's preferences. Big starts above 2.5 kg.
  4. The Deep: Heavy Metallurgy. Catch 1 Crushed Diving Helmet in Gloomy Crevice (Magnet bait) and obtain 30 Chitin Plate. Hand both to Sledge for the Scrap-Cannon, plus C$ and XP.
