Levels have different costs
The point cost of gaining a level rises as your level grows. This calculator uses the piecewise cumulative experience formulas, with their boundaries at levels 16 and 31. It subtracts your estimated current experience from the target's cumulative total. A percentage of the current experience bar is a fraction of that level's cost, not a fraction of all experience held.
Reading the estimate
Percentage input rounds accumulated points down to a whole number. Set progress to zero for an exact level boundary. The estimate assumes you collect experience without spending levels, repairing Mending equipment, or dying during the plan. Enchanting and anvil operations spend levels, which should be calculated separately.

Why does level 30 take more than thirty points?
A level is a changing unit of progress. Each successive level needs more experience points.
How should I enter a partly filled bar?
Estimate its completion percentage toward the next level. Zero means you just reached the displayed level.
Does this include Mending?
No. Experience diverted to Mending equipment can reduce the amount added to your experience bar.
