Captains in Anno 117: Pax Romana are seafaring specialists that make your ships tougher, faster or more useful at sea. Each ship has one captain slot, and the captain in it only affects that ship. A warship, a trader and an explorer all need different things, so the right captain can make a real difference. Captains come in five rarity tiers, from Common to Unique.

What Captains Do on Your Ships
Whoever sits in a ship's captain slot boosts that ship alone, and the boosts cover a wide range of jobs. Some help a ship survive, with a tougher hull or faster self-repair. Others change how it sails, handles wind, carries cargo or finds islands, and some make its ranged weapons stronger, including catapults, Scorpios and archers.
Because the boost stays with one ship, it pays to decide what each ship is for before you pick its captain. A warship and a cargo ship need very different things, so one captain rarely fits both.
How to Get Captains in Anno 117
Most captains are sold by traders for Denarii, so trade is the main way to build up your fleet. The rest come from other places. Military and economy research unlock some, quests and contracts reward a few more, and characters such as Manx, Diana, Valeria and Caeso each have captains tied to them.
The Amphitheatre is another source, and the Hall of Fame also rewards captains, including both Unique ones. Because the sources are spread out, you'll collect captains over time rather than all at once.
Captain Rarity in Anno 117: Common to Unique
Captains come in five tiers: Common, Rare, Epic, Legendary and Unique. In general, a higher tier brings stronger boosts. Common and Rare captains usually carry one or two effects, while Epic and Legendary ones often pack in three or more.
Unique is a tier of its own, and it holds only a handful of captains. Merypath, Gromatic Surveyor, is strongest for exploring, with a much larger discovery radius that finds islands from farther away, plus a tougher hull and faster movement. Verconus, Potentiate Widener of Gyres, specializes in catapults and Scorpios, so it suits a ship that fights from range.
How Legendary and Unique Captains Unlock Their Extra Boost
Legendary and Unique captains carry an extra boost that stays locked until you meet a condition. Each captain has its own condition, and they vary a lot from one to the next.
The conditions tend to reward how you run your ships. Some ask for enough modules fitted to the ship, or archers on board. Others depend on your trade routes, your reputation with the emperor, or whether you've dedicated an island to a god. A few want you to ally with a particular power or go to war with one, and Merypath is an unusual case because it wants your fleet kept below a set strength.
If a condition fits how you already play, the boost takes little extra effort. If it doesn't, the captain may not be worth the trouble.
Best Captains in Anno 117 for Each Job
The best captain depends on what the ship is for, so decide that first and then choose one that fits.
For warships, Ahumm of Sidon stands out. It adds better Scorpio range and attack speed on top of a tougher hull and faster self-repair, once the ship carries enough military modules. If you rely on catapults, Menaechmus, Parabolic Plotter sharpens their accuracy and speed with no unlock to chase.
For ships that have to take a beating, Íosa Ó Iona gives a much tougher hull and very fast self-repair, and it also speeds up goods transfers. Even Keeler offers a tougher hull and very fast self-repair too, at a lower rarity and without any unlock.
For trade, Captain Achab of the Miolmór strongly cuts the slowdown from cargo, from damage and from unfavorable winds, which keeps a loaded ship on pace. If workers are in short supply, Connmhach, Bodhrán Beater needs far fewer of them, and Unburdened Beneficarius does a similar job at a lower rarity.
For exploring, Marinus of Sidon, Meridian Cartographer, has a much larger discovery radius and faster movement, so it finds islands from farther off. Collegiate of Aeneas gives a larger discovery radius and faster movement at a lower rarity, so it's the simpler choice for a scouting ship.
FAQ
Do captains have downsides?
Some do. Gigantulas, Polyphemian Captain, gives a very tough hull and very fast self-repair, but it slows the ship down, so it suits a ship that has to hold its ground rather than one that needs to run.
Are captains the same as other specialists?
Not quite. Captains are the seafaring kind of specialist, and their boosts only apply to the ship they sit on. Other specialists work on land and give nearby buildings a boost across an area.
Are Common captains worth using?
They're modest, but they still help. Bolsterer makes a ship's hull tougher, and Windbreaker reduces the penalty from unfavorable winds while widening the favorable wind angle. An empty captain slot gives a ship nothing, so even a simple boost is better than none.
