Generation uses Y coordinates. Harvest tier describes recovery requirements, not mining speed.

Read generation as a distribution
Several placement bands can apply to an ore. Uniform and trapezoid distributions are different, and replacement blocks or exposed-air rules can affect whether an attempt succeeds. An allowed Y coordinate is not a guarantee of ore at that location.
Decide how to recover the material
A suitable tool type may still need a sufficient harvest tier. Silk Touch can preserve the block instead of its normal material drop. Furnace and blast-furnace processing are separate routes from mining, and the base drop does not describe a full Fortune calculation.
FAQ
Does a generation band identify a guaranteed ore coordinate?
No. It describes placement rules. Distribution, replacement blocks and other generation conditions still apply.
