Head to the Observatory on the main platform and talk to Astronomer Vega in the laboratory. Accept the objective, then fish five Battery Casings at the Mine Shaft and return to Vega.
Batteries power the telescope, so lenses alone do not start the anomaly. For the craftable lenses, take each completed material set back to Vega.
