Read required level before item level
Required level is the character level you need before a cloak can go on. Item level ranks the gear itself, and the two don't rise together. The Splendent Wise and Splendent Ebony Dragon Lord Cloaks reach item level 102, but they need character level 45, so a high item level doesn't help until you get there.
Compare Defense and HP at the same required level
Base Defense and HP are the first numbers to check when two cloaks compete for one slot. Compare cloaks that share a required level, because a stronger cloak you can't equip at your level isn't an upgrade. These are fixed base values before enhancing. Random stat rolls aren't counted, so two cloaks with the same base numbers can still differ once rolled.
Match the faction and check the trade label
Some cloaks come in separate Elyos and Asmodian versions with their own item IDs. Each pair has identical stats, so pick the version for your character's side. Cloaks marked Both factions work on either side. Trade labels differ between Soul Bind, Soul Bind Acquire and Non Exchangeable, so read the label on the card before you plan a handoff to another character.
Check the route before you plan your time
A cloak can come from monster drops, loot chests, dungeons, quests or crafting, and each route asks for a different kind of play. Quest rewards are a big route. Some cloaks come from 116 quests and others from 108, and a few from a single quest. Each card names only some of those quests, so read the count as the size of the pool, not a checklist.

FAQ
Which AION 2 cloak has the highest base Defense?
The Splendent Wise Dragon Lord Cloak and Splendent Ebony Dragon Lord Cloak both have 504 base Defense and 204 HP, and both need character level 45. The Wise version is Elyos and the Ebony version is Asmodian.
Can I get a cloak without a monster drop?
Yes. The Splendent Dragon Lord cloaks are crafted from one recipe, and the quest cloaks are rewards for finishing a quest.
Can I trade a Non Exchangeable cloak?
No. Non Exchangeable cloaks can't be traded to another character, and the Pilgrim Cloak is one of them.
