Finish the northern rail and canyon bridges, then the Zancudo River sequence and the Chumash footbridge.

Approach each crossing in an aircraft and fly completely beneath the pictured span without touching the bridge or water. Use the bridge description, area, and numbered screenshot together: several Los Santos canals have multiple required passes only a short distance apart. Save before difficult attempts.
