How the encounter system works
Random Characters are not standard missions. You find a person on the street at a specific spot and a specific time. Two fields control access:
- Availability tells you when the encounter can appear. Daisy is night only. Other encounters are anytime once unlocked.
- Requirement tells you which story mission must be finished before the spot becomes active. For second encounters the requirement is the previous encounter itself plus time.
If a spot is empty, check both fields. Time is the common reason after requirement is met.
Unlock flow
Arnaud's route opens after early Tony work that introduces the club side. Daisy appears after progress through Tony hotel business. Margot appears after Tony club conflict progresses. Once the first meeting for Arnaud or Margot is done, continue playing, move away, and let in game time advance before returning. Saving at the safehouse is a reliable way to push the clock.
All of these encounters count toward Story Mode completion, so treat any present icon as worth completing before advancing far into later Tony missions. Unlike the base game and TLAD, none here are missable through story choices.
