You do not need to complete a separate quest or meet a level requirement first. Pete is the direct starting point, so interact with him to open the Mechanic's Shop menu. Once the menu opens, check the reward you want and note its Nuts & Bolts cost before you leave to farm.

How to Earn Nuts & Bolts in A Dusty Trip

For the main farming route, target the red-helmet mutants you find during desert runs. Kill them with your strongest available weapon, and favor areas where several mutants appear together. Ghost Town is one example of an area with clustered mutants, but you can also farm in other areas where several mutants appear together.

Toolboxes are a useful extra source while you travel. They appear randomly near houses, garages, and other points of interest in the desert. Loot each one you encounter for about 20 Nuts & Bolts, but treat that number as an approximate yield and the boxes as a supplement rather than a predictable primary route.

Which Mechanic's Shop Reward Should You Buy First?
